Luis “Jon-Jon” Alandy Ferrer IV, born on December 12, 1972, hails from a lineage of prominent public servants in Cavite. His upbringing in General Trias instilled in him a sense of civic duty from an early age.
He finished his primary and secondary education at St. Francis School and graduated in 1994 from San Beda College where he majored in Accounting, and completed Post Graduate Studies at the Lyceum of the Philippines University – Cavite, Master’s in Public Administration.
In 1995, Ferrer embarked on a political journey that saw him ascend through various positions, from Municipal Councilor, Provincial Board Member, Vice-Mayor, Municipal Mayor to Congressional Representative of the 6th District of Cavite.
Ferrer's tenure as a public servant has been marked by numerous accolades and achievements. Notably, under his leadership, General Trias received recognition for its business-friendly environment and community service initiatives. He was honored as one of the Outstanding Municipal Mayors in the Philippines in the Local Government Leadership Award, received the Gen. Emilio Aguinaldo Outstanding Achievement Award for Community Service, and was bestowed the prestigious Ramon V. Mitra Award for Legislation.
During his term as Congressman, Ferrer prioritized the welfare of his constituents, spearheading projects that enhanced the city's infrastructure and social services. His dedication to public service was further evident in his role as Chairman of the Commission on Appointments (Committee on National Defense).
Hon. JONAS GLYN P. LABUGUEN, City Vice Mayor, Former Municipal and City Councilor He was born on August 18, 1982, the second of the four children of Rolly Duran Labuguen and Asuncion "Sonie" Nocon Porto of Barangay Buenavista II, here in City of General Trias, Cavite.
He studied and completed elementary education at Buenavista and Diego Mojica Memorial Elementary Schools and secondary education at Governor Ferrer Memorial National High School-Main in the school year 1998-1999 also in this City.
After high school, he studied college and earned a degree in Associate in Computer Technology from the National College of Science and Technology.
He married Loriesa "Lorie" Diño and they were blessed with four children namely Sophia Lorinn, Johan Eirol, Jon Eldrie Emanuel, and Joshua Emanuel.
The hands-on experiences earned in public service and the love to serve the people motivated him to run and be elected as Municipal Councilor from 2013-2016, and as City Councilor from 2016-2019 and 2019-2022. He chaired the Committees on Education, Cooperatives, Rural Development, Land Use, Zoning, Urban Development, Personnel Affairs, Appointment, and Overseas Filipino Worker.
He has passed 102 Ordinances and 364 Resolutions, including Mandating Present and Future Subdivision Developers to Provide 1 000 sq.m. School Site for every 10-hectare Subdivision Development Ordinance, Financial Assistance to OFWs Affected by the Covid-19 Pandemic Ordinance, Cooperative Week Ordinance, Declaring September 05 of Every Year as Retired Teachers Day Ordinance (Co-Author), Materials Recovery Facility Ordinance (Co-Author), and many more.
To enhance his knowledge on local legislation as Councilor of the Sanggunian, he attended trainings at the University of the Philippines - National College of Public Administration and Governance, Center for Local and Regional Governance: Sanggunian Legislative Capability, Excellence in Local Legislation (iExceLL), and Development Legislation Course (DLEC).
At present, he presides every meeting or session of the Sangguniang Panlungsod, leading the said Council to pass ordinances and resolutions that will support the numerous developmental programs of the City Mayor Hon. Luis “Jon-Jon” A. Ferrer IV for the people of General Trias.
He is also currently the Public Relation Officer of Cavite Vice Mayors’ league and Board of Director of Vice Mayors’ League of the Philippines (VMLP) Region IV-A (CALABARZON).
